Not every foreigner is eligible for the above mentioned scholarships. Eligibility depends on the form of stay in Poland and regulations based on your enrollment at your university.

e.g. a foreigner holding a Card of a Pole is eligible for some scholarships while a person from outside of the EU living in Poland on the basis of a temporary residence permit or a visa is not eligible (unless they or their family members fulfill the requirements of the above mentioned Act.).

Scholarship of the Leon Koźmiński Praga Foundation of Science and Culture is available for every foreigner, regardless of their form of stay. In order to apply for this scholarship a student must meet both of the following two conditions: achieve a grade point average of at least 4.8 and be an outstanding achiever in the field of science, sports or organization.
